This was written assuming you have a working knowledge of PSP.
Please keep in mind that I write the tutorial as I am creating it.
Sometimes I may not explain properly where to place things so please see my example if you are ever in doubt :)
Supplies needed
I am using PSP 2018 but this tutorial should work with any version.
PTU Tube: I am using a beautiful tube by Verymany called "Steampunk 34". Please do not use this tubes without a proper license.

FTU Kit: I am using a beautiful kit called "Mini Three" created by Karmalized Scraps. You can download the kit from her blog here.
Masks: Mask 70 by Vivienne. I am using the jpg version and you can grab it here. You will need to scroll down a bit. Open and minimize in psp.
FTU Font Steamy. You can download it from 1001 Free fonts here.
Drop shadow of choice.
Vivienne's Paintbox has awesome drop shadow settings that I use a lot. You can find the settings here and check out her awesome tutorials :)
I sharpen each resized layer as I go along. My settings are as follows:
Adjust, sharpness, Sharpen.
Let's get started.
Open a new 750x800 transparent image. We will resize later.
Add a new layer and flood fill with white.
Open paper of choice. I am using paper 4, copy and close the original. Select the top layer and paste. Layers, new mask layer, from image and locate Vivienne's mask 70 in the drop down, Source luminance checked and inert mask data unchecked. Click ok. Merge group.
Open element 2, copy and close the original. Select the top layer and paste. Resize 60%, sharpen and drop shadow. Move to the top center of the mask.
Open element 1, copy and close the original. Select the top layer and paste. Resize 50%, sharpen and drop shadow. Move to upper right of the mask.
Open element 22, copy and close the original. Select the top layer and paste. Resize 30%, sharpen and drop shadow. Move to the bottom right of the clock.
Open element 16, copy and close the original. Select the top layer and paste. Drop shadow and move to the bottom center of the mask.
Open element 23, copy and close the original. Select the top layer and paste. Resize 30%, sharpen and drop shadow. Move to the upper left of the mask.
Open frame 2, copy and close the original. Select the top layer and paste. Resize 40%, sharpen, image, free rotate to the left 90 degrees and drop shadow and move to the upper left of the mask.
Open element 30, copy and close the original. Select the top layer and paste. Resize 40%, sharpen and drop shadow. Move to the left over the frame.
Open element 29, copy and close the original. Select the top layer and paste. Resize 50%, sharpen and drop shadow. Move to the right so it covers part of the cog cluster. See mine for placement.
Open element 4, copy and close the original. Select the top layer and paste. Resize 40%, sharpen and drop shadow. Move to the right so it covers part brick wall. See mine for placement.
Open element 8, copy and close the original. Select the top layer and paste. Resize 20%, sharpen and drop shadow. Move to the bottom right of the paper.
Copy your main tube and close the original. Select the top layer and paste. Resize 40%, sharpen and drop shadow. Move to the top center of the tag. See mine for placement.
Open element 24, copy and close the original. Select the top layer and paste. Resize 30%, sharpen and drop shadow. Move to the bottom right of the tube.
Open element 26, copy and close the original. Select the top layer and paste. Resize 25%, sharpen and drop shadow. Move to the bottom right of the tube and left of the flower.
Open element 7, copy and close the original. Select the top layer and paste. Resize 20%, sharpen and drop shadow. Move to the bottom left of the top flower.
Open element 6, copy and close the original. Select the top layer and paste. Resize 25%, sharpen, mirror and drop shadow. Move to the bottom right of the right flower.
Open element 19, copy and close the original. Select the top layer and paste. Resize 25%, sharpen and drop shadow. Move to the bottom right of the tube and covering the left side of the flower on the right.
Open wordart 1, copy and close the original. Select the top layer and paste. Resize 30%, sharpen and drop shadow. Move to the bottom of the tube so it covers the bottom edge.
Open element 18, copy and close the original. Select the top layer and paste. Resize 20%, sharpen and drop shadow. Move to the bottom right of the wordart between the K and L.
Open element 9, copy and close the original. Select the top layer and paste. Resize 15%, sharpen and drop shadow. Move to the top of the T.
Open element 11, copy and close the original. Select the top layer and paste. Resize 15%, sharpen and drop shadow. Move to the top of the Clock.
Add any other elements you like.
Hide the white layer and merge visible.
Image, resize by 650 pixels on the longest side, all layers checked.
Add your copyright and name.
Save as png.
