This was written assuming you have a working knowledge of PSP.
Please keep in mind that I write the tutorial as I am creating it.
Sometimes I may not explain properly where to place things so please see my example if you are ever in doubt :)
Supplies needed
I am using PSP 2018 but this tutorial should work with any version.
PTU Tube: I am using Vanessa by Stan Dudin. Please do not use this tubes without a proper license.

FTU Kit: I am using an awesome kit called "Romantic Steampunk" created Carita Creationz. You can download the kit from her blog here.
Mask: Mask 77 and 78. Created by Vivienne's Paintbox. You can download it here. Scroll down and you will need the png masks. Open and minimize in PSP.
Font of choice for your name.
Plug in: None
Drop shadow of choice.
Vivienne's Paintbox has awesome drop shadow settings that I use a lot. You can find the settings here and check out her awesome tutorials :)
Anytime you resize an element or tube you should sharpen it. I do this for each layer. To do this go to Adjust, Sharpness, Sharpen.
Let's get started.
Open a new 750x800 transparent image. We will resize later.
Add a new raster layer and flood fill white.
Copy mask 77 and close the original. Select the white layer and paste. Resize 95% and move up slightly. Select all, float, defloat and add a new raster layer. Open paper of choice. I am using paper 4, copy and close the original. Standing on the new raster layer, go to Edit, paste into selections. Select none and delete the original mask layer.
Copy your tube and close the original. Select the mask layer and paste. Resize 27% and sharpen. I moved mine down slightly. Drop shadow.
Open mask 78, copy and close the original. Select the mask layer and paste. Move it down so it looks like the tube is kneeling on it. Select all, float, defloat and add a new raster layer. Open paper of choice. I am using paper 3, copy and close the original. Select the new raster layer and edit, paste into selections. Select none and delete the original mask layer.
Open el8, copy and close the original. Select the bottom mask layer and paste. Resize 95% and sharpen. Free Rotate to the right by 90 degrees. Move down behind the tube. Drop shadow.
Open el25, copy and close the original. Select the chain link layer and paste. Resize 95% and sharpen. Move to the upper left of the mask and drop shadow.
Open el22, copy and close the original. Select the cog layer and paste. Resize 50% and sharpen. Move so it is center over the cog. Using your magic wand, click in the center of the frame. Selections, modify, expand by 1. Add a new raster layer above the cog. Open paper of choice. I am using paper 1, copy and close the original. Select the new raster layer, edit, paste into selections. Select none.
Open and copy your tube again. Paste as a new layer, mirror, resize 70% and sharpen. Move into the frame where you like best. Select the paper layer, select all, float, defloat, invert. Standing on the large tube layer, hit delete on your keyboard. Select none. Change the blend mode to hard light on the tube and drop shadow the frame.
Open el3, copy and close the original. Select the frame layer and paste. Resize 70% and sharpen. Move to the bottom of the frame and drop shadow.
Open el10, copy and close the original. Select the keyhole layer and paste. Resize 60% and sharpen. Move to the far bottom right of the mask. Drop shadow.
Open el2, copy and close the original. Select the chain link layer and paste. Resize 70% and sharpen, Move to the bottom left of the mask so it looks like it is sitting inside the cog mask. Drop shadow.
Open el19, copy and close the original. Select the horse layer and paste. Resize 40% and sharpen. Move to the bottom left so it is behind the tube. Drop shadow.
Open el31, copy and close the original. Select the horse layer and paste. Resize 40% and sharpen. Move to the bottom right of the horse and drop shadow.
Open el16, copy and close the original. Select the chain link layer and paste. Move to the upper top of the frame and drop shadow.
Open el33, copy and close the original. Select the ivy layer and paste. Move to the right so it peeks out from behind the horse. Duplicate and resize 50% and sharpen. Move this layer just above the bottom mask layer and to the far bottom left so it is behind the frame. Duplicate. Select the layer under the duplicate and move it up. Drop shadow each layer.
Open el27, copy and close the original. Select the bottom rose layer and paste. Resize 50% and sharpen. Move to the far left so it is peeking out of the roses. Duplicate and move to the right of the frame. Drop shadow each layer.
Open el26, copy and close the original. Select the owl layer and paste. Resize 50% and move to the bottom left so it peeks out from behind the tube. Drop shadow.
Open el11, copy and close the original. Select the owl layer and paste. Resize 50% and sharpen. Using the pick tool, rotate it so it lines up with the keyhole element. Move to the far left and drop shadow.
Open el1, copy and close the original. Select the box layer and paste. Resize 30% and sharpen. Move to the bottom left of the box. Drop shadow.
Open el9, copy and close the original. Select the top leaf layer and paste. Resize 50% and Sharpen. Move to the far left so it is behind the box. Drop shadow.
Open el23, copy and close the original. Select the owl layer and paste. Resize 35% and sharpen. Move to the far left so it is over the keyhole element. Drop shadow.
Open el29, copy and close the original. Select the tube layer and paste. Resize 35% and sharpen. Move to the bottom of the tube so it covers the bottom of the skirt. Drop shadow.
Open el4, copy and close the original. Select the tube layer and paste. Resize 30% and sharpen. Move to the bottom of the tube between the o and m of the wordart. Drop shadow.
Open el15, copy and close the original. Select the lock layer and paste. Resize 20% and sharpen. Move to the bottom left. Drop shadow.
Open el7, copy and close the original. Select the lock layer and paste. Resize 30% and sharpen. Move to the bottom of the lock. Drop shadow.
Open el24, copy and close the original. Select the lock layer and paste. Resize 20% and sharpen. Move to the bottom right of the lock. Drop shadow.
Open el17, copy and close the original. Select the top layer and paste. Resize 20% and sharpen. Move to the upper left of the frame and drop shadow.
Add any other elements you like.
Merge visible.
Crop to remove any extra space around the tag.
Image, resize by 650 pixels on the longest side, all layers checked.
Add your copyright and name.
Save as png.
